Parable of the soils or Parable of the seed?

So, here is my contribution to the fertilizer heap -- is Jesus trying to get his hearers to ask themselves what kind of soil they are OR is he trying to make the point that ultimately the word/seed is effective and that the "kingdom of heaven" will succeed?
