Google has introduced a beta (of course) tool called Google Page Creator, a "free online tool that makes it easy for anyone to create and publish useful, attractive web pages in just minutes. No technical knowledge required."
That's the good news. The bad news is that first day demand has been so high that they've temporarily stopped creating new Google Page accounts.
