...Entrepreneur Quay Hays has plans to build a completely solar-run community in an isolated part of the San Joaquin Valley of California. It might work if he put his "Quay Valley Ranch" up close into the western foothills where the tule fog wouldn't shut down the solar dream for two to three months of the year. At the very least it's a good dream.
