We've had trouble on Guam with people STEALING BRASS NAME PLATES from cemeteries and parks. So now the government is cracking down.
"On Monday Governor Felix Camacho signed an executive order that requires all SHIPPING CONTAINERS be FULLY INSPECTED BEFORE they are shipped away from Guam. The executive order is an attempt to stop the sale and export of suspected stolen metal, including the plates from the Asan Memorial Park."
Of course, THERE ISN'T REALLY ANY COMPREHENSIVE SYSTEM of outgoing inspection for carrying out the directive. But if there were, I suspect that it would actually cost millions of dollars to "fully" comply with the order -- which might save a few thousand dollars worth of metal.
A CHEAPER OPTION would be to spend the dollars replacing the plates, then to enlist community volunteers do some surveillance on the sites for awhile. Based on the public reaction to the thefts about half the island would be willing to sign up for a shift or two.
