THE BOOMING ECONOMY IN CHINA is driving an American boom in Chinese studies. For example, a 2004 survey discovered that 2,400 high schools are interested in offering the Advanced Placement (AP) courses in Chinese language and culture when they become available in 2006. In addition, Democratic Senator Joseph Lieberman is co-sponsoring a bill authorizing $1.3 billion for Chinese language instruction in US schools. Link
IT TURNS OUT that contrary to popular impressions the US isn't outsourcing all that many jobs to China or India. Together these two countries "account for only 1.6 per cent of total employment of US multinationals by way of outsourcing."
However, if that's the case, why is it that every time I call tech support I end up with someone in India? I have no philosophical problem with this. I'm all for spreading the wealth around. But it sure is hard -- sometimes impossible -- to communicate. If we're going to "outsource" customer support it should be to Kansas or Iowa -- where the English spoken is usually understood by most Americans.
