"The Department of Public Health and Social Services Office of Vital Statistics, Division of Public Health has announced the temporary closing of the marriage certificate application process until further notice due to technical difficulties. The public will be notified when the system will be working again, a Public Health news release states."
Apparently their back-up system doesn't work either? This is so Guamish. ~ link

Madurai Kamaraj University, a fairly well respected university in India has established a relationship with a distance education study center in Maryland. This will allow Americans to study for the Indian university's degrees -- at a fraction of the cost of what it would take to get an equivalent degree in the US. It's outsourcing in reverse. And we can expect to see more of it -- maybe even independent study centers that prepare Americans to sit for the exams at several universities from around the world. You pick the degree you want and they'll help you prep for the tests or thesis. ~ link

We led the prison chapel at the Guam DOC this evening. Vital churches exist in some pretty amazing and unexpected places.
